Worn by any UNITs (TO&E) not assigned/subordinated to a command (Army, Corps or Div) at a lower echelon than GHQ. Typically these were units that had passed their "graduation" field training exercises and were thereby certified as fir and ready for deployment overseas. While they were waiting, Stateside, that was their SSI. NOTE: Only a small number of TO&E units, from mid-1942 on, were ASSIGNED to a Corps or Army. Second Army oversaw the Divisional FTXs, the CPXs that certified Corps and Army HQs (hence was too busy to itself deploy to a combat zone), New HQ staffs for Corps and Armies did not take control of Divs and lesser units until they were deployed overseas, and a bunch of units were grouped under them.
